Glimpses of Indian Police’s unique work culture

 We all in our diurnal life, remain engage to earn our wages to sustain in this banal world. All our works or services are co-related, directly or indirectly, to our counterparts, who are either befitted by us or we are benefited by them. Simply, either services rendered or received. For example, if you are a teacher, then your direct counterpart of modus operadi are your students. Teacher educate them and they pay the tuition fee or teacher receives the salary for that. Likely, a doctor cures his patients and in return gains the fee.

But in some vocations, this sharing of service is “truculent”. In this kind of service, payment is direct as well indirect, and indirect payment is not subject to any legal prescribed guideline. Our police servicing is unique in that sense. As a part of government’s ‘law and order maintaining agency’, they receive fixed perks. But despite of that, they insist upon earning from other sources.

                                                        Detailing

 Here comes details. You are a peaceful, law abiding citizen, put subject to a routine police check up at some police barrier. Police demands your legal papers, relating to your vehicle i.e. your vehicle’s registration certificate, driving licence, insurance papers etc.  This, by law you are bound to show. Now you can become easily “prey” to our police working culture. It may demand some bribe for your clear exit and now you are helpless, since, your all the valid documents are in the possession of the police.

Here, the person inspecting your papers simply has to charge sheet you, by scribbling a single line on chalaan sheet, ” accused was unable to present his valid documents.” Now you are forced to grease his palm to get back your papers. It often happens with peace loving, law abiding citizens. Often, police becomes truculent if she could not extract some bribe in her day long duty from other sources. The purpose of this blog is to make you acquainted with some police working culture. Now we come to the “case diary” and “general diary” of police system.

                                                Diaries of police

 The “general diary” and “case diary” are two significant ledgers of a police station. The “general diary” is a ledger, in which, a “station in charge” prior to leave his station register about where he is bound to destine. Further, on coming back, he jots down the outcome of his visit. The “case diary’ is the ledger, in which, he notes down the details of some particular criminal case under investigation. And also register the statements of witnesses etc, and this case diary is to be submitted to the Judicial Criminal Court, where the case is pending. The format of this “case diary” is very interesting and “prototype”, that is being followed or rather copied since the day the Britisher established the criminal courts in India.

You take on any theft, robbery case record from the archives of the erstwhile British era down to the present age.  You will find the same semblances in most of the charge sheets. It follows as –

A- The arrest of an accused is always shown, either from a ‘bus stand’ or ‘railway station’ from where he was planning to flee…

B – In the specific area of every police station, whenever police made a raid, some suspects were found sitting, conspiring to commit some robbery or theft. And this specific place is, either some abandoned garden or some place  under an old  bridge nooks….

C- Whenever, recovery of some ammunition or weapon is shown, during the court proceedings, when sealed parcel got opened, it is found either badly corroded or if it’s some firearm, not in working condition.

D- The “spot map of crime scene” is in certain, wrongly depicted and that helps defense lawyer to get accused person exonerated.

E- In the name of “public witnesses”, always police personnel of the concerned police station are named. No independent public witness is there.

And, these police witnesses are supposed to appear in the court, after long years of the registration of the case in the court. In between this duration, they are, always subject to the inter district transfers, and, always fail to recall the real occurrence series of the crime scene. In summing up way, Police working system still works on this line .
