The term “deep state” was coined at the quite later stage. In the beginning, another term “State within State,” was in vogue ,and in certain aspects still is in use. This simply had a connotation. That implies, in parallel to the “existing authorized government,” an another equally efficacious system or organization functioned independently. This system functioned covertly, and, with a hidden agenda, to manipulate the policies of the legally elect government.
Present concept
In “deep state” concept of the present time, the hidden agenda may secretly be directed, guided or operated by some foreign agencies of friend or foe nations. Such agencies do this, to preserve their own national interests. As far as, the issue of defining the “deep state” is concerned. It,s a clandestine, powerful (rather mighty) and unauthorized network, that serves to the purposes of its own agenda.
Major components
“Deep state” is always considered with a negative aspect. But in every State or Nation a parallel State within the State is in operation. it,s an International phenomena, and, plays a significant role to decide the International relations , Geo-politics as well as the Geo-strategy. The major components of deep state may be Armed force ( i.e, Pakistan), secret services ( CIA in USA, ISI in Pakistan, KGB in Russia. ) Further more, administrative agencies added with media, be it print or electronic are some ample examples of as the components. This later category, up to a degree are notorious for the purpose. Apart from this, big corporate houses, private banking systems etc. These all, work upon to promote their own commercial interests and expansion of industrial empire. For that purpose, they always need government policies in affinity to their working culture. So,they too clandestinely assist in this drive.
Firstly came in vogue
The term “deep State” widely came into the fashion by the year of 1990. But as said earlier, a synonymous term as, “State within the State” was already extant. The origin of this term came in to existence, in the year of 1923. It was, like a great disclosure that in Turkey, through a secret Military officers nexus with Civilian allies worked with a mission. The mission focused upon to preserve the “secular order, based upon the ideology of Mustefa Kemal Ataturk”.
Later on, during cold war the same “state with in the state,” had a secret agenda to affiliate the regime of Turkey with NATO. For the reason, the Soviet Communistic ideology after Second World War was flourishing on its peak, with an alarming expansion World wide. From religious and political conflict angle, long ago in Europe in the 17th and 18th centuries, there existed a prolong debate about the division of political power between Church and Civil government.
This flaring issue there remained alive for long. At that time it was felt, to curb the increasing desire of the Church to meddle in the precincts of the Civil government. So that, Church may not work as a parallel authority to the existing regime. In simple wordings, if we explain the “State with in the State” it,s like running a parallel State. This parallel State, intends to implement its own agenda with certain goals or targets. Why for, deep state ever been considered in a negative aspect, since it,s always is in contradiction to a valid government. This is a conceptualization about the deep State but sometimes when it,s not operated and guided by foreign agencies effectively it may sound otherwise also.
Not necessarily the deep state runs its agenda deviated from the elect government, as a sabotage. Sometimes, when deep states working independently and under the influence of none of the external power. There on, if, this organization secretly conceives an opinion that they are much more Nationalistic than the elect government. By virtue of the conception, this system may take some decisions, which it finds propitious in National interests. In the Indian political context the paradigm of coalition government of late Chandrashekhar as PM is evident of this. As a Prime Minister of India, Mr. Chadrashekhar asked his cabinet secretary of atomic department to send the files, pertaining to the atomic policy at his desk. The secretary procrastinated and ignored the process, but never put up the files before him.
Now this may be taken as an example of deep state, run by strong bureaucracy. In India, the designation of central cabinet secretary is very prominent one. Only, utmost efficient civil servants are conferred with that liability. In this case, it was obvious that being an efficient and experienced civil servant , the cabinet secretary had had some convictions. Very probably, his keen observance about the unstable political circumstances, prevailed over the coalition government.
In fact, it was a weak and unstable government that survived for four months only. And as a cabinet secretary, he was of the opinion that a short term PM, did not deserve to peruse a file of paramount National security’s interests. This may be taken as the “deep state” with National interest, that is often run by a bureaucracy of India with an iron hand in velvet gloves.
Paradigms of USA
Another instance of strong civil servants’ body, we recently witnessed during the regime of Donald Trump in USA. Civil servants there, foiled and frustrated Trump’s agenda with a slogan, “they are elect for today only, not for tomorrow.” The issue of “deep state” was so commonly discussed and debated in USA during the Trump’s regime by American people. In a survey, for this purpose, conducted by esteemed AB news/ Washington Post. The 48% of the population, were of the opinion that “deep state” in USA consisted of mostly, military, intelligence and civil servants manipulating against the Trump’s administration.
Not only this, the rumours floating of Russian (KGB) interference in Presidential election of Donald Trump could not be ignored. In USA people had had a conviction, “deep state” there is under the influence of ex-President Berak Obama. The another prominent example of “deep state” is, KGB clandestine move and intervention in Russia. A conviction is, basically KGB runs the Russian government. Though an apparent body, Polit bureau type front of communist party of Russia, seems to run the country. For last so many years President Putin is holding the reins of Russia as a real operator, and every one knows once he held the post of KGB chief. In Afghanistan, no matter when ever and whatever an elect government used to run the civil government. But, always Taliban was a deep state there. In Pakistan the “elect government” is always controlled by “select” armed force at every stage.
Again, instances of India
In context to India, the adverse deep state in the form of ecosystem, for long had been in operation and still exists. So cleverly, this ecosystem harmed the policies and programmes implemented by the previous working governments.These policies were formed on the concept of “mixed socialism.” In pursuance of which, government established a good number of big, heavy industries and huge factories. These projects were, supposed to be run and administratively controlled by the government officials.
But, the adverse deep state, under the clandestine move of communistic nations and other hostile nations, ever and ever hindered the working operation of these big plants and industries. This they did, with the help of their “In built” left wing workers’ unions. Rather, in pretension of protection of labor laws and other minor issues.
