In this commune system, that was another name of “collective production and equal distribution of.” Here every member of the commune had had his or her participation in this system. Whether this member as a unit was half skilled, skilled , unskilled or expert in the prescribed field. Here the “distribution of out put was shared equally by all (subject to government control.) But after a lapse of time, a highly educated expert begun to realize, he was not paid for his extra-ordinary proficiency. Along with, some of workers had a tendency to shirk or not to deliver the workmanship as expected. They had their own concept, “why should we give the extra efforts, when others are there in bulk to do the same.”
In this system, the dormant tendency to procure the “extra- money” was put to an end and a monotony replaced that. What was that? Simply, the concept of private property had no place in this system. Merely, the needs of life were being fulfilled. The boost needed for “excellent out put” some where lacked. It again made them think in alternate way,” they were being forced to live the same pattern of life, they previously had been accursed to live under the feudalism.” But the ruling party too had had its other obligations to fulfill. She too had to run, operate and manage the administration for common welfare at a very vast level. These welfare schemes and plans were related to education, health, transportation, law and order and defense sectors etc.
To manage that all, government needed a finance. This finance was to be generated from every part of the system. The one part of that was “out put” from the commune system. Whatever the amount government thought propitious to run a Commune, that was left to the Commune’s account and rest of got merged into government coffer. Both these were the overt and reverse sides of the same coin about the “collective output,” about which both workers and ruling party had their own views. Since, the concept of “private property” lacked in this system, hence it was devoid of inherent strong surge of “motivation” as well.
This does not connote that people lacked patriotism. But patriotism is a sentiment, that comes up as a strong surge of feelings under specific circumstances. As we find in case of external threat to the Nation; when entire Nation gets united as a single unit. But no sooner, that threat vanishes, this strong surge of patriotism subsides. In ordinary circumstances, the ” personal motives” becomes prominent. This motive is simply “element of greed” and become sufficient enough to sustain the wish of some personal wealth or property.
In context to China, a noteworthy statement by Comred Mao Zedong delivered to an American journalist Edgar Snow is very significant. This writer authored a book ” Red star over China.” In his quoth, Comred Mao Zedong during his “Long March” stated to the journalist, ” Communism is a means for China but not an end.” This principle was grossly adopted by the “later generation of leadership,” who took reign of China after the demise of Comred Mao. They blended this concept as well as other principles pf communistic theory to run the Nation adroitly. On the one hand, for permanent political stability they remained stick to the “one single party system” to run the Nation. This was helpful to implement the policies and plans designed for public welfare without any hurdle. Since it provided the Iron hand to rule the administration.
The hurdles, we commonly observe in democratic countries to get delayed public welfare plans of government, by some people invoking legal procedures on feeble grounds and putting them pending. The USA and India are big examples of such sort of hurdles causing a considerable delay in implementation of welfare schemes. Now, who happened to make them get delayed or pending is another subject of discussion. Often an “Ecosystem” that usually toys in the hands of foreign elements to create this hindrance. But China doesn’t permit any such sort of hurdle because of its One party system and it has helped greatly in her “unpredictable” progress.
On the other hand, even if, new regime of China adopted a political system of one party rule, but along with after the year of 1978, it too began to promote “capitalism” with certain reservations. Firstly,it permitted some liberty towards the concept of private property. Then, it too liberalized its policy in business sectors. Had this not been there, how could a long lists of billionaires be emerged in the China? To support this, once again I come back to the vision of Comred Mao in this context . During the initial success of people’s revolution movement, when Communist Party took control of Big industrial cities of China, Comred Mao let them run their industrial units. He knew the significance of industries for social system. A resilient policy towards the industrial sectors were maintained.
Since, at the initial period of time China was an agrarian society vastly, hence firstly, the Feudal Lords were divested of the Land ownership. This entire land was merged in the State for the good cause of landless peasants. After Mao’s regime, new regime liberalized the policy of private property to motivate people at large and it gave a significant boost to the China’s development entirely. Whilst Russia adopted the same concept lately but after a long lasted chaos and turmoil. At the end, what notion I attempted to describe about the “element of greed” and its impact on the growth of a Nation’s economy is worth pondering. This element of greed maketh a man brimmed with a zest to give his full efforts. No doubt the “extreme” of every vice forces one to suffer from the evil results, but even after “element of greed” some how plays a vital role in the life of mankind. (End of the blog.)
