Welfare State —

For the permanent stability of the “governing system” of a State, the essential requirements are trust and cooperation of its public at large. These are exemplary in dealing with policies  of the government concerned. Nation as a huge form of a society is governed by a ruling party through its operational system and public at large concedes  to this this system. This governing mechanism consists of various organs and these organs majorly work interdependently. These organs works as a governing political system by being managed inclusive of different sectors to fulfill the required needs. These various parts of system contains majorly executive, judiciary and legislative body. These in fact are subdivided into various sectors as per need, but work in harmony.

But have you ever contemplated, what element forces  a State to manage all these sectors collectively to work in harmony.  Answer is; the concept of common Welfare! If any State tends to ignore this element of “common Welfare,” Its doomed to fail in short period of time. Multiple instances of “people’s revolution”  to uproot various regimes in human history support this concept. Whenever, people’s Welfare were not looked into properly, regimes were pulled down. Might there be some other reasons for uprooting of the then existent ruling elite but the failure of concept of Common Welfare had ever played a significant role in that uprising.

We can comprehend it by certain paradigms. It’s discernible from the historical point that at the initial stage of civilization of coming of State into existence, it was led by Monarchy. In Indian context, a king was taken as an incarnation of god, who happened to rule over people through the dictum of Almighty god. It was expected from the king to look into the interests of his people in the same way, as he was looking at the interests of his own biological offspring. The perception was, king should take parental care of his public. In  ancient Indian history, we find multiple exemplary benevolent kings who reigned on this line.

Likely to this, in Britain as well, monarchy reigned the country for more than thousand years. In some parts of Britain, a traditional belief still floats about its first king Arthur that he didn’t die away, only he is resting in a cave ( so called burial seat,) in some mountain of Britain. If in near future, Britain is confronted with some grave crisis regard its existence, the king Arthur is certain to wake up from his deep sleep to save the England.  Almost in every part of the world, we find the vestiges of monarchy in the past. After a given long period of time, still this trend exists but in symbolic form only. The Royal family of England, the Emperor of Japan are good example of this symbolic vestige. The deep veneration of Japanese people for their emperor make us recall the old tradition of monarchy either.

Why the old kings still had a veneration in the eyes of their people? Answer is simple, they had looked into interests of people benevolently. The interests of people meant, the common welfare of people. At the later period of time, when spread of education became common, it helped in genesis of various forms of political system apart from monarchy. In this long process at some places, monarchy was replaced by “despots” or “indolent or deprave rulers.” This helped generate a corruptible system in Royal court. In consequence, the “governing body” gradually became incompetent to run the State machinery efficiently and damaged the concept of Common Welfare.

Along with, the fiscal budget to manage the common Welfare in this corruptible system too poured into the pockets of corruptible officials. When basic amenities get devoid from the life of common people, a general feeling of resentment against the ruling elite surfaces up. In that condition, common people at large look at other options. Whether it was the French revolution or Russian revolution or people’s revolution of China, these all have been the great example of failure of monarchy on the front of “Common Welfare” of people. The other options people sought for, too were fraught with populist slogans of Common Welfare abundantly. At some places this people revolution succeeded to establish another monarchy or some democratic or communistic pattern of government.

Behind every great change in regime, the main sentiments prevailed of protection of Common Welfare of public at large. This assurance impelled peopled greatly to participate in these revolutions. It purports, without maintaining the concept of Common Welfare, no any governing political system can exists longer. With the passing of time, the Communist led governments, who were known for its rigidity, too were forced to adopt flexible pattern in its ruling system. Though in State run by democratic pattern, people enjoyed a facility to change the regime after a fixed term of tenure. But no such facility was availed by people in Communistic pattern. Only that political party kept on ruling, who always was insistent to implement the concept of Common Welfare. Apart from, this system too tended to punish severely to persons found indulged in corruptible practice. It was helpful to pacify the grudge of people.

The phenomenon, in shape of change of government of a Nation is a “metabolic process” of history, that hardly can be avoided. But that can safely be side lined by fulfilling the basic needs and providing some extra amenities to people. Common people are given to live happily if they are provided some facilities as bonanza.
